Opening of the seven-storey Madison Plaza apartments in Kent this month

Residents will soon move into the new Madison Plaza apartments in downtown Kent.

The 157-unit, seven-story building sits along 102 Madison Ave., with its red, gray, beige, and white walls. The building is located at the corner of Madison Avenue and West Meeker Street, just east of Highway 167 and south of the ShoWare Center accesso.

“Kent is a tremendous growth opportunity for the city centre,” said Eugene Gershman, CEO of Redmond-based GIS International Group, the developer of the project, in an interview after the Monday, September 19, inauguration. “We are always looking for projects near transport hubs. Having Kent station within walking distance and having a park and ride facility literally next to us is a great bonus. It was a wonderful opportunity to build one of the exciting projects in the area.

The crews inaugurated the project in mid-2020. The complex has five floors of apartments and two floors of parking for 157 vehicles. The Madison Plaza has a fitness center and lounge with games room as well as bicycle storage and laundry service.

A 12,456-square-foot rooftop patio includes lounging areas, grass and a dog run, barbecue grills, and views of Mount Rainier to the south.

Monthly rents range from $1,495 to $1,590 for 402 square foot studios; $1,635 to $2,132 for one-bedroom units ranging from 558 to 735 square feet; and $2,305 to $2,800 for two-bedroom, two-bathroom units ranging from 878 to 1,147 square feet. Higher floors have the highest rates.

“It’s a broad demographic,” Gershman said of the tenants the apartments will attract. “A lot of people are moving out of town. We have a Florida family. It’s a younger demographic, younger families and professionals. Getting to Seattle, Bellevue and Tacoma from here is very easy and c is the engine of growth here.

About 10% of units are pre-rented, Gershman said. The marketing of the units has started. The complex has 1,186 square feet of retail space which has been leased to Bothell-based DMG Dental Design.

The Madison Plaza project team includes award-winning architectural firm IHB Architects, finance and development partner DMG Capital Group, and Thrive Communities, which is responsible for leasing and managing the property.

The project has received Built Green certification from the Master Builders Association of King and Snohomish Counties. In addition to certifying green homes, renovations, apartments and communities, the organization hosts a network of members from businesses and individuals involved in the green building industry.

“We are thrilled to be a part of the Madison Plaza opening,” said Jerry Hall, acting executive director of the Master Builders Association of King and Snohomish Counties. “This Built Green 4-star certified multi-family building plays a crucial role in meeting the needs of our region when it comes to housing choices.

The developer applied to the city and received an eight-year multi-family property tax exemption, approved by Kent City Council. The developer still pays taxes on the value of the land but not on the assessment of the building. The pause saves a developer a few hundred thousand dollars a year since the company will not have to pay building assessment taxes to schools, the city of Kent, the Puget Sound Regional Fire Authority , King County and other tax districts.

City staff and officials said the idea behind the tax relief is for developers to use the tax savings to build better projects with more amenities and higher quality. Applicants must meet certain criteria to qualify for the tax relief, including location in a target area (downtown), the project must have structured parking, and part of a ground floor must be for commercial use.
